Who We Are

The Planning and M&E Department leads the Ministry's strategic direction. It formulates policies, coordinates programmes, monitors outcomes, and promotes transparency and integrity so that the Ministry's work in justice and constitutional affairs is aligned with national priorities.

Department Mandate

The Planning and Institutional Development Department is responsible for strategic planning, institutional strengthening, monitoring and evaluation of programs, research, and coordination of development initiatives within the Ministry.

Functions & Responsibilities

• Develop long-term strategic plans, annual work plans, and performance frameworks aligned with national justice sector priorities, and support institutional development and reform initiatives.
• Formulate evidence-based policies, guidelines, and planning tools informed by research, studies, and needs assessments.
• Design and implement monitoring and evaluation systems, including indicators, tools, and reporting mechanisms to track performance and results.
• Monitor the implementation of programs and projects, assessing their effectiveness, efficiency, and impact, and prepare periodic performance and evaluation reports.
• Establish and manage centralized data systems to support planning, reporting, and informed decision-making.
• Coordinate donor-funded programs and partnerships, ensure alignment with Ministry priorities, facilitate communication with development partners, and promote transparency, integrity, and anti-corruption practices.

Internal Structure

This department comprises the following sections:

• Policy & Planning Section

  Leads the development of strategic plans, annual work plans, and policy frameworks aligned with national justice sector priorities, ensuring evidence-based planning and institutional coherence.

• Monitoring & Evaluation Section

  Designs and implements monitoring and evaluation systems, tracks program performance, and produces reports to assess effectiveness, efficiency, and impact of Ministry activities.

• Research & Development Section

  Conducts research, studies, and needs assessments to inform policy-making, institutional reforms, and evidence-based decision-making.

• Programs Coordination Section

  Coordinates Ministry programs and donor-funded projects, ensuring alignment with priorities, and facilitates communication and reporting with development partners.

• Transparency and Integrity Section

  Promotes transparency, accountability, and anti-corruption practices within the Ministry, ensuring ethical standards and integrity in all operations.
