Who We Are

The Corrections Affairs Department oversees the custody, rehabilitation, and reintegration of persons in conflict with the law. It works to ensure that correctional services in Jubaland State are humane, secure, and conducive to rehabilitation and reintegration.

Department Mandate

The Corrections Affairs Department oversees correctional institutions and promotes lawful, humane, and rehabilitative correctional systems that support the reintegration of offenders into society.

Functions & Responsibilities

• Develop and implement policies governing correctional institutions.
• Supervise prison administration and ensure compliance with legal and human rights standards.
• Monitor detention conditions, including overcrowding, health, and safety.
• Design and implement rehabilitation, reintegration, and behavioral reform programs.
• Establish probation systems and promote non-custodial sentencing alternatives.
• Provide vocational training, education, and skill development for inmates.
• Conduct regular inspections of correctional facilities and report findings.
• Coordinate reintegration programs with communities and relevant stakeholders.

Internal Structure

This department comprises the following sections:

• Rehabilitation and Reintegration Section

  Designs and implements rehabilitation and reintegration programs aimed at behavioral reform, social reintegration, and reducing recidivism among offenders through coordinated support services and community-based initiatives.

• Prisoners Supervision Section

  Monitors and oversees detention conditions, ensures compliance with legal and human rights standards, and safeguards the welfare, safety, and discipline of inmates within correctional facilities.

• Prison Education Section

  Develops and implements educational, vocational, and skills training programs within correctional institutions to enhance inmates' knowledge, employability, and successful reintegration into society.
