Director General

Ministry of Justice & Constitutional Affairs, Jubaland State of Somalia

Dear Citizens, Stakeholders, and Partners,

It is with appreciation and professional commitment that I present the Ministry's work. The achievements outlined reflect the dedicated work of our departments, technical teams, and leadership in advancing a more accessible, coordinated, and accountable justice system for the people of Jubaland.

Throughout the year, the Ministry strengthened institutional systems, improved service delivery frameworks, and deepened coordination across justice and security actors. Measurable progress was achieved in legal drafting, participatory policymaking, access to justice, constitutional education, human rights protection, and corrections management.

Key milestones included the construction of the Dhobley ADR Center, renovation of the Dolow District Court, and continued strengthening of community-based dispute resolution mechanisms. We further advanced the Institutionalisation of the Participatory Public Policy Framework through targeted technical trainings and high-level coordination.

Looking ahead, the Ministry will continue to strengthen institutional capacity, expand service delivery, and enhance coordination to ensure justice remains accessible, trusted, and responsive to all citizens. I extend my sincere appreciation to the Ministry's staff, justice institutions, community actors, and partners for their continued cooperation and commitment.

Yours sincerely,
